The Ni-Vanuatu legislative framework sets out for an independent electoral management body, composed of two separate but inter-related institutions: the Electoral Commission (EC), a policy-making, oversight body, and the Vanuatu Electoral Office (VEO), a corresponding executive, operational arm.

THE ELECTORAL COMMISSION

Chapter 4 of the Constitution establishes the Electoral Commission (EC), as the most prominent electoral authority in the country. It is composed of a Chairman and two other members, who are appointed by the president for a term of five years on the advice of the Judicial Service Commission (JSC). The current Chairman of the EC is Mr. Edward Kaltamat. The other two members of the EC are Linnes Moli Tarianga and Ps Shem Tema.

THE VANUATU ELECTORAL OFFICE

The Vanuatu Electoral Office (VEO) is the operational arm of the EC, in charge of the electoral administration. The Constitution provides for a Principle Electoral Officer (PEO) to head the VEO. At the moment, staff capacity also comprises a deputy PEO, a compiler, an assistant compiler and an office assistant. The current PEO is Joe Johnson Iati.
